Eligibility and Geographic Restrictions

Toloka operates in compliance with applicable export controls, economic sanctions, and other legal and regulatory requirements in the jurisdictions where we and our Customers operate. To meet these obligations, certain locations and individuals are not eligible to onboard or maintain accounts on the Toloka Platforms.

This page summarizes those restrictions and forms part of the Toloka Platforms Terms of Use. By registering for or continuing to use the Toloka Platforms, you confirm that you meet the eligibility criteria below.

Restricted Jurisdictions

You are not eligible to onboard or maintain an account, access the Toloka Platforms, provide Services from, be resident in, or route payments to or from a payout account located in any of the following countries or territories:

  • Afghanistan

  • Belarus

  • Central African Republic

  • China

  • Cuba

  • Iran

  • Kosovo

  • Libya

  • Myanmar (Burma)

  • North Korea

  • Palestine

  • Russia

  • Somalia

  • South Sudan

  • Sudan

  • Syria

  • Yemen

Restrictions also extend to specific regions and territories of, or associated with, restricted or other jurisdictions, including:

  • The Crimea, Donetsk, Luhansk, Kherson, Sevastopol, and Zaporizhzhia regions of Ukraine

  • The Abkhazia and South Ossetia regions of Georgia

References to a country on this page include its territories, dependencies, and any special administrative regions, whether or not separately listed. We may update this list at any time to reflect changes in sanctions regimes, export control regulations, or other applicable law.

Other Locations We Cannot Currently Support

Beyond the jurisdictions above, there are countries and territories where we cannot currently support onboarding or ongoing engagement — not because of sanctions, but because we cannot reliably operate identity verification, payments, tax, or contracting processes there, or because additional reviews are required before we can engage.

Some jurisdictions are subject to enhanced screening and additional onboarding checks. Where we are unable to complete those checks, or where the outcome falls outside our risk thresholds, we may decline to open or maintain an account, place limits on Tasks or payouts, or pause activity until the necessary information is provided. Where this applies, we will tell you what is required and, where possible, how to resolve it.

In addition, the following countries and territories are not currently supported because our identity verification provider does not cover them, or because reliable contracting and payment rails are not available:

  • Antarctica

  • Aruba

  • Åland Islands

  • Saint Barthélemy

  • Bonaire, Sint Eustatius and Saba

  • Bouvet Island

  • Cocos (Keeling) Islands

  • Cook Islands

  • Christmas Island

  • Western Sahara

  • Falkland Islands (Malvinas)

  • French Guiana

  • Guadeloupe

  • South Georgia and the South Sandwich Islands

  • Heard Island and McDonald Islands

  • British Indian Ocean Territory

  • Kenya

  • Northern Mariana Islands

  • Martinique

  • Mayotte

  • New Caledonia

  • Norfolk Island

  • Niue

  • French Polynesia

  • Saint Pierre and Miquelon

  • Pitcairn

  • Réunion

  • Saint Helena, Ascension and Tristan da Cunha

  • Sint Maarten (Dutch part)

  • French Southern Territories

  • Switzerland

  • Taiwan

  • Tokelau

  • United States Minor Outlying Islands

  • Holy See

  • Virgin Islands (British)

  • Wallis and Futuna

This list may change as our verification, payment, and contracting coverage evolves. If you are unsure whether you can onboard from your location, contact us before registering.

Restricted Persons

Regardless of your location, you are not eligible to onboard or maintain an account if you:

  • Appear on, or are owned or controlled by any person on, the US OFAC Specially Designated Nationals (SDN) list, the US BIS Entity List or Denied Persons List, the EU Consolidated Financial Sanctions list, the UK HM Treasury Consolidated list, the UN Security Council Consolidated list, or any other applicable restricted party list;

  • Are acting on behalf of, or for the benefit of, any sanctioned government, entity, or individual;

  • Are under 18 years of age, or under any higher minimum age required by applicable local law;

  • Are unable to complete our identity, residency, and eligibility verification process; or

  • Are otherwise prohibited by applicable law from receiving payment from, or providing services to, the Toloka group of companies.

Project-Level Eligibility

Even where you are eligible to use the Toloka Platforms generally, eligibility for any specific project or Task may be further limited by requirements imposed by our Customers. These may include, without limitation:

  • A specific country of residence, citizenship, or work authorization;

  • Language fluency or proven domain expertise;

  • Background check, training, or certification requirements;

  • Execution of an additional non-disclosure agreement or other project-specific terms;

  • Restrictions on the use of automation, generative AI tools, or third-party assistance.

Meeting the criteria on this page does not guarantee access to any particular project or Task. Project-specific eligibility is determined at the time Tasks are made available and may change over the life of a project.

Changes and Ongoing Eligibility

Sanctions regimes, export controls, and Customer requirements change over time. You must remain eligible under this page at all times you hold an account. We may suspend or close an account, and withhold further Payments, where an account holder is no longer eligible — including where the account holder relocates to a restricted jurisdiction, is added to a restricted party list, or otherwise no longer meets the criteria above.

You may not use VPNs, proxies, or any other method to obscure or misrepresent your location or identity, or to circumvent the restrictions on this page. Doing so is a breach of the Toloka Platforms Terms of Use and grounds for immediate termination of your account and forfeiture of pending Payments.

We may update this page from time to time without individual notice. The current version is always available at this URL, and your continued use of the Toloka Platforms after an update constitutes notice of the update.
